BNSF #8905 West is leading a Centralia Coal train just meeting the eastbound Amtrak Portland Section of the Empire Builder at Cooks siding.. Pasco West told the BNSF #8905 west to highball due to them leading a fleet of trains west behind him that were low on HOS (Hours of Service.) This was about 45 seconds before the #8905 knocked down the WBCS Cooks.. Both train crew were worried if they were going to come upon a red signal..
