Is this UP Locomotive a normal practice on this subdivision?

I was out there for hardly a day. It was a trip from Waterton to Radium.
I saw a highrail, this, a Coal train west of Fernie, and Manifest at Elko, and the tourist train at Fort Steele. This was the only presentable picture, though.
