Before hi-rails, the only way to get around was by a motor car, which wasn't very comfortable. This didn't work well with everyone however, thus luxury sedans were equipped with RR wheels. Here's an example of a beautfilly restored CP version in a museum:

This 1946 Packard also worked for the CP, however he was sold to GWWD, a shortline, where it was worked hard.... Note the rust, likely original light blue color, steering wheel and seats, missing door handles and paint patches. The City of Winnipeg herald gives away its fairly recent retirement. The RR is not big on using hi-railers (although they have them too), since most of the line is a fairly remote run through the woods with few roads.
