Why so much foriegn power on CN?

Lately it seems that half of the CN trains I see have at least one unit of foreign power. BNSF seems to be most popular, followed by UP and then it is a mixed bag. Today a Wisconsin Central, a couple days ago a Kansas City Southern. Other days, paint schemes I don't recognize or they went by so fast I couldn't catch the markings.

as previously mentioned Wisconsin Central is a part of CN, the other power is either because CN is power short and is leasing it, or they are owed that many hours of power back by BNSF and UP any other RR they're running locomotives for.
