Sunday (3/2) I spotted NS #8114, a heritage unit painted for the original Norfolk Southern Railway Company, on the rear DPU set of a northbound (tt/east) empty oil tank train rolling through Edmonds, WA on the BNSF Scenic Sub.
The springs of the trucks were not compressed and the tank cars had a hollow sound as they rolled by. This led me to believe it is that train from Saskatchewan which comes west via the Fallbridge Sub, unloads on the Columbia River, then returns empty via the Scenic Sub or British Columbia. If any one knows for certain, please speak up.
Arco is the location off the Cherry Point near Ferndale. It was originally BP owned and was only able to unload ships. From what I understand, there was 2 new loop tracks built to accomidate oil by rail.

If that was a loaded tank train, it sure looked and sounded odd. The truck springs were not compressed and the tank cars sounded hollow as the train rolled past.
