The theory is that this is a repowered Baldwin. The hood is EMD, which would indicate that the locomotive was repowered using an EMD engine and cooling system. An EMD hood was oftentimes installed, mainly due to the new engine not fitting under the original hood, or other issues with the original cooling system. You're guess is as good... or better than mine!
It's a re-engined Baldwin VO1000. Lot's of Baldwin switchers got this treatment, an EMD SW hood and prime mover. The KATY had quite a few. This one is a former US Navy unit.
 
It's still in use as a switcher for the LB Railco Shortline RR in San Francisco.
