Nope, this is the TEC train that uses old passenger cars (the one behind it is from 1953) with modern equipment inside to measure rail accurately. It's called the TEC train, a Geep is assigned to it, ussually CP 8217, rebuild GP9. On a more personal note I've caught this train before and the color looks a bit different. You be the judge:
