Looks like someone painted the coupler high-visibility orange for some reason. You can see overspray around it on the plow and air hoses.
 
Just a guess but maby its because they do not use FRED's on the back of most CP's trains these days so you have to have something "Bright" to replace the FRED?

It could have been a DPU at the time it was painted.
