BM93 at ndalsnes station, Norway

This BM93 is captured at ndalsnes station. It is waiting to go up the valley Romsdalen to Dombs. It is a medium distance DMU.
There seem to be two pilots (plows), the one lower one closer to the rails appears to be actuated so as to raise or lower. Is this so?
 
It is a tilting train, so I think the lower plow is connected to the boggie and the upper plow to the car.... The hydraulic ram you see might be part of the tilting mechanism.
