USA: Using PTC data in GIS mapping software

It seems that data can be output from the US's PTC (positive train control) system in KML format. I can input that KML data into Esri's ArcGIS mapping software, but I'm a bit short on understanding the data that's in there. Does Wabtec publish some sort of Data Dictionary so that I can understand the database design, table schemas and relates, domains and codes for record values being stored, etc?
