Most likely. While some UPS Z trains normally have up to 5 engines, 7 seems a bit overkill. Richmond is the end of the line for BNSF in California and I see a lot of 7 and 8 consists heading back east/south.

The Geeps have disappeared from the California Northern on the old SP West Valley Line (Davis to Tehema), but they were out in force to the south on the old SP West Side Line (Tracy to Los Banos) on Monday morning. Here a GP15-1 and a GP38-2 share duty near Gustine California.

Wonder what happened to the Amtrak loco. Edit: I heard that 2009 (CDTX F59PHI) was stuck on a siding down near Atwater California (former home of Castle Air Force Base), With no head end power, the passengers were transferred and the BNSF GE here deadheaded the cars back to Oakland.
