A Providence & Worcester freight negotiates the streets of Pawtucket, Rhode Island on Tuesday January 13, 2009.
The P&W runs a lot (maybe all) its trains that way and I believe it is because they have spurs in all directions. I am not sure though.
 
It's not exactly street running, it is more like sidewalk running. The tracks are where the sidewalk would be if there was one. The train stopped at every intersection so a crewman could flag the intersection.

Great photo, trains and trucks, what more can you ask for. What do you mean by "flag the intersection"?
 
A flagman hops down off the locomotive with a flag and stops traffic so the train can go through the intersection. And thanks
