Union Pacific train MPBDV (Pueblo to Denver)rolls through a rural Grade Crossing north of Pueblo, Colorado on the former Rio Grande's "Joint Line".
Interesting effect. You have the trail of the crossing arms indicating a slow shutter speed, but if you look at the reflective stripe and letting on the locomotives it also seems stop action and this part of the image is not blurred by the movement of the train indicative of a the long shutter speed.
 
The effect was done by using a long shutter speed then popping a flash as the train went by to "freeze" the reflectors on the side of the train.
