Anyone Know What the Slats Between the Tracks are Used For?

I was in Chicago for a few days and rode Metra back and forth. Saw a lot of these slat looking devices in the track work at switches. Curious to know what they are and what they are used for.

Those slats, if I'm not mistaken are switch heaters, as it gets cold in Chicago, the switches freeze up and the heaters melt the ice so that the switches can work.
