I think this might be the "MT Baker" (correct me if I'm mistaken) because it appears people are heading toward the train which is facing north. Looking south from the King St overpass. Scan of 3X5 print.
In 1989, there was no service north of Seattle, except for the Empire Builder. Considering that this is a two car train and the sun angle suggests it is noon, I would say this is train 796, the Mount Rainier, arriving from Portland.
