Rail Joiners with one end cur away

Hi,
I have a question. On a stretch of old NKP track here in Central Illinois I saw the rail joiner plates all have one end of the joiner cut away. This is only on the south end of the joiner on the west rails. It is not Like this on the east side. As far as I can tell it is like this for several miles. Why was this done?
