Please help ID steam whistle with "S" in a circle

Hello All,
I came across this steam whistle recently and after looking it over I could not find
a maker's name, it does have the letter "S" in a circle.
Can anyone tell me what company made this whistle?
Should I clean it up or just leave it alone?
Moreover, how old is it?
Did it come from a locomotive, steam boat or factory?
What is the approximate value?
