I acquired a large lot of railroad collectibles from an estate sale in my area. This tool was in a box of various railroading collectibles and some model train parts so I am assiming it has something to do with railroading. It appears to be cast brass. It is heavy, weighing close to 2 lbs. I tried Google lens and it returns wrenches and other brass hand tools, but nothing like this tool.
It has two moving parts, the hinged upper jaw and a sliding latch that locks the jaw closed when slide all the one to one side.
The tool has the following letters/numbers as part of the casting: "AAR", "WC&F", "59 B"
Any ideas what this is?
