Can Union Switch & Signal FN-16A mee-mool light (o)T(o) relay be slowed?

As a little boy I recall the (o)T(o) flashing a slower ≈ 60/minute.
This Flasher D.C. Relay is flashing about 100. (Today's rate.)
(It is powered by a 9-VDC 300mA plug-in power supply. Too weak causing faster rate?)

A slight uneveness was corrected by placing a thin square from a plastic sandwich bag between the top triangular metal magnetic flux plate
and the right coil and tightening. A piece of paper was too thick and prevented the relay from operating.

Bought at a thrift store, this Railroad Crossing Signal table lamp originally sold at Pottery Barn (Kids) in 2012.
The (o)T(o) LED lamps flashed at random until I removed the flasher circuit behind each lamp and rewired to the Flasher Relay.

Slid more metal washers down the center pole of the US&S FN-16A Flasherelay to slow its rate.
Now 65 flashes per minute. Need to find more washers which fit the 21/32s diameter center pole.
The flasherelay on the bookshelf is slightly less noisy when sitting on felt pads.
