Transloading asphalt

An excavator transloads "cold patch" asphalt for the city of Weslaco.
This photo was 2003. Most of the "cold patch" traffic has since dried up. When I made a trip to Harlingen last week for the 844, I noticed that most of the "team" tracks were plugged with other RR's empties. Very few revenue cars were spotted.
 
I hate to say it but I do wish the Anzalduas bridge to have KCS bring RR cars through Hidalgo. That would make revenue grow for them.
