How to fully charge the airline when doublin' over

UP 3361 will eventually double over to grab the GATX tank car. Notice how it charging up the airline by the "jumper" airhose. This one "banger" will drag 100 or more empties northward from Brownsville to Houston. This yard has since closed and all yard tracks were removed.
Was this yard near Downtown? I know when I google the railroad, it stops on a street. Just wondering why it closed. The more things shut down, we have to wonder what will become of the American Industry
 
Yes, this downtown yard was closed because it's longest track was around 4000ft. Most Northbounds were doubled or tripled over which caused that 4 lane road x-ing to be blocked for 30min or so. City of Brownsville was happy to get the yard out of town and UP was thrilled to get an updated-new yard with little of their own money. There were zero active rail customers downtown. All rr industry moved out toward the Port area.
