CP 138 pounds the diamond on the north track while the Canadian awaits its turn to cross, but before they can cross, the Canadian will have to wait an extra 2 minutes to let CP 142 (Frame Train) to cross the diamond.

It's very simple. With sidings being pulled up all the time and the leftover ones not long enough to handle modern 10000ft+ monsters, VIA's short trains are often the ones who have to wait for the freight, simply because it can't be done the other way around. After a while it becomes common practise as we see here.
