What kind of car is this? What is/was its function?

It's some kinda MOW car for UP that is still sitting with SP oregon in Oakridge. Not sure what it is used for now.

Awesome!
The Snow Flake, is a SP passenger car that was used as a crew quarters car, when the Jordan spreader was being used.
