BNSF 7562 and company lead a west bound up through the curves near the top of Providance Hill.

Yes, it is in eastern Washington. Providence Hill is railroad west of Lind, WA on BNSF's ex Northern Pacific line from Spokane to Pasco. After cresting the top of the grade, the line follows a series of coulees down into Connell, WA and from there to Pasco the grade flattens out for the rest of the trip to Pasco.
