He's the bridge tender. When the train is close, they radio him and he closes the bridge and makes sure it's locked in place. Then he aligns the derails on either end of the bridge to allow passage of the train. After the train passes, he sets the switches to derail and opens the bridge. And then he probably goes to sleep because there isn't that much traffic; maybe two trains per day.
