Skagit Incline Railway

At Newhalen WA the Skagit Incline Railway is a rare sight. Built in the early \'20s, it is 600 feet long climbing 338 feet at a gradient of 34.2
degrees. Used in the building of The Gorge and Diablo Dams. Nearly a 1000 carloads of materials
were lifted up the incline to a rail line that
went eastward to the dam building area.

Why did they need so many rails? Is it all abondened now?
 
So that Bridge thingy at the top(Green) would have a section of rail on it and would go up and down those 3 tracks carrying some cars on that lift thingy to the top when needed?
