Just as it says, a scale test car. They are weighted cars used to test and calibrate rail car scales.

I saw this exact car tonight as I was leaving campus. It looked to be on the local train heading back to Hobson here in Lincoln, NE. My question is what is it and what is it used for?
Well, just like it says on the side of the car, in big letters, it is a "scale test car."

It is used to verify the accuracy of scales that are capable of weighing railroad cars. The smaller lettering on the side of the car will generally have the car's exact weight. The scales being tested may be owned by shippers, or the railroad. In some states, a state agency (usually the same agency that certifies the accuracy of gas pumps and/or supermarket scales) and may own a scale test car.

Alright, poor choice of words in my question since it is OBVIOUSLY a scale test car.
