Weird single tank car in front of locomotives?

Hello!
Im not the most knowledgeable rail fan and I saw this today, a hopper train (presumably grain) with a singular tank car in front of the locomotives. Does anyone know why this might be? I found it strange. It’s also worth adding that there were quite a few railroad cops on the other side of the bridge the train is stopped on.

Unusual yes but it could have been used as a buffer in case of a head-on accident. Typically buffers are used as the last car!
