Resistance to Lateral Displacement

I've got a friend looking into how we measure this in N. America and my knowledge of MOW is sadly lacking. Any MOW guys here who could fill me in on what equipment/software is used to measure this?

I always assumed it was either checking spikes or a detector car, but maybe there's something in between?
