The Tukwila station first opened with those temporary platforms in 2000. Sound Transit's website claims they are building a permanent Tukwila station:
Preliminary engineering and environmental documentation was completed March 2009. Final design is scheduled for completion in November 2010. Sound Transit is working with the cities of Tukwila and Renton to establish a building schedule.
The design and schedule for this station needs to coordinate with the design and schedule for the extension of Strander Blvd. across the tracks by the City of Tukwila and City of Renton. The situation is more complex than for most small stations.

Logically speaking, yes. Unfortunately, logic rarely seems to be used where projects like this in the Seattle area are concerned (not that we're doin' much better here in the Land of Entrapment, 'cause we ain't...).
