I would never trust an e-mail request and response. They should have requested a flagman to be there who could have confirmed the order was in effect, and then notified people when the train was approaching. They do that around here quite often when there are events near the tracks.
And furthermore, they shouldn't have fouled the tracks anyways, even with a 'go slow order'. Once the lights and bells started, they should have been clear of the crossing.
