Need ID on Railroad tool

I came across this at a railroad museum in Wakefield, NH. Someone thought it was a ballast tool. It's about 3 1/2 to 4 feet long. Any ideas?

Is the long part steel, and flat? If so, it looks like a large version of a mason's tool. (Just giving an idea to research.)
