Wouldn't surprise me if AC built it. Didn't they buy Buda engines used in some locomotives?

It would be a good way to test engines in a real world situation.

Yes they did buy buda and I know they built alot of electric stuff used in the railroad one way or another. It's very possible that they built it themselves.
 
I've seen the six wheel center depressed AC flat cars but the CNW or CMSTP&P were switching at small yard off Burnham st. in early 1980's on the belt line between CNW's Mitchell yard and Milw's Muskego yard.
