Those tank cars are fuel oil cars that go to, IIRC, Grand Island. As I recall, they are going to a facility related to the utility getting the coal train. (That's what I was told anyway.) I don't remember if they are loads or empties to be filled eastbound. I've never seen them make it as far as Fremont, but have had them appear on our paperwork at times when the computer didn't update the train consist.
