A question came up on a non-RR forum.

Do railroads have federal DOT load securement regulations like highway trucks have? (Number and strength of tiedown straps, cables, etc., according to type and weight of load)

They have quite strict requirements in this area, and reject or set out improper loads. They can and do even check loads for proper securing and weight distribution.
