GenSet Locomotives for passenger use?

I was wondering if a multiple engine locomotive like the GenSet could be used to haul a commuter/passenger train? I was wondering, because, l thought that a shorter consist may not need all the horsepower. Then there is the issue of the HEP motor.
 
HEP through an inverter can operate off the prime mover/generator, or it be provided by a completely separate engine/generator. Trains operating with a frequent start-stop cycle would have differing requirements than a long-distance train. I think a commuter train would benefit more from quick acceleration to hold a tighter schedule. So a three genset loco could have dedicated HEP and accelerate/cruise modes, for example.

How this works out in practice may have a lot of variables.
 
Thanks. I was asking out curiosity, but also thinking it could be done in a couple of cases. Also, the description of Deutsche Bahn's class 245 seems to be working off the same concept.

NJ Transit's ALP-45DP has two 12-cylinder Caterpillar 3512C HD gensets for working in diesel mode.
