Fan trips were or are special charter trains not run for the general public. Have those ever been a regular occurrence in North America? Also, how about other special services with onboard catering and maybe side tours as well?
 
Local chapters of NRHS have sponsored excursions and fan trips. This practice has fallen off dramatically in recent years, with increases in freight traffic, increased insurance costs, and the pandemic over the last couple of years putting a huge damper on such events.
 
What about other special services, say with side tours as well as onboard catering?
Excursions are generally operated by an independent group, and any and all side trips or extras are solely their responsibility. For the most part, unless it's part of something like an NRHS convention, there are no side trips, and any food or drink is handled by the group organizing the trip.
 
How about any interstate special services (in Canada this means crossing province borders) or even special services in North America that cross country borders?
 
Okay, I have to ask, why are you asking these specific questions? Are you planning to hijack a train to Ottawa?
