it is a question of craziness or big balls when try to pass with a train over these rail tracks where the bridge that support them was demolished by the flood

 
Neither. The train or cars had to be stopped when the washout happened. There is no way a locomotive could have crossed that. The cars were pulled away so the fill or bridge could be repaired. No other reasonable way to get them off.

What he said, though I'm guessing maybe it was parked there. But it could have happened while it was moving. In any case, at that point, there was really nothing to lose by trying to pull them over the gap. Get everyone clear, give 'er hell and see what happens!

They lost one over the side, not a terrible outcome overall.
