It can't be too much later as these were repainted into the EMD leasing burgundy gray & silver scheme for a couple of years before moving on to becoming CSX property in the great year 2000 loco swap with GMTX. The EMD leasing tri-color scheme was introduced on EMDX 2000 and used on the Demo SD70Ms in 1992 and was pretty much abandoned halfway though the leaser SD70Ms built in 2/95 in favor of cheaper all-burgundy. So they had to be in EMDX tri-color before 1995.
It is a BNSF well car; Santa Fe never used a scheme like that, and none of their well cars would have been traveling east on BN rails in pre-merger days. Also, IIRC 8302 was still in full BN paint in 1992, so this has to be later than the date mentioned.
You're right; it does have those reporting marks, and those cars wouldn't have been repainted (into a mineral brown color) until after the merger was formally completed in 1997. I'm still fairly sure this was taken after 1992, though; it could be 1996, or it may be a bit earlier. Hard to say, without knowing all the details...
