BN/BNSF GP39E/M Engines - Number of Cylinders?

When the GP39E / GP39M locomotives were rebuilt from GP35s and GP30s for BN did they retain the original 16 cylinder engines or do they have 12 cylinder engines as per 'proper' GP39-2s?

they retained the original 16-567 blocks and upgraded them with 645 power packs, the end result being rated at 2300hp.

So a 567D3A makes 2500 hp (567D3 makes 2250/2400 hp) from the erecting floor and putting in 645 power assemblies lowers this hp by 200? An upgraded 567D3a should make more horse with a bigger displacement within the limitations of the fuel injectors and crankshaft.

It was my impression they where detuned to ensure longevity and due to the reuse of the alternators not because they used 645 power assemblies.
