I would highly suggest talking to a representative of the railroad's mechanical department first. The final decision will be the railroad's, if you know what they expect you can get it right the first time without spending more money than necessary.

As Aaron said, check with the hauling railroad. They might be willing to work with your museum. What would be the possibility of transporting by flactcar?

BNSF likely has marshalling instructions that allow for a locomotive without alignment control couplers to be hauled in the train consist, or even in the head end locomotive consist. As was said before, talk with a representative from the railroad and they can tell you what is required.

It would be stupidly expensive to load it on a flat car for a 40 mile trip. If it has to be trucked from San Diego to Campo, why not truck it the whole way from Oceanside? Or instead of BNSF taking it to Downtown San Diego, have Pacific Sun take it to Mirmar and truck it from there.
