This is the old Pier 43 Rail Ferry Terminal. It is located in the famous Fisherman's Wharf area of San Francisco. At this location, rail cars could be rolled on to rail ferries. The would then sail across the San Francisco Bay to rail terminals and yards in Oakland and Marin County. The ship in the background is the World War II Liberty Ship, the SS Jeremiah O'Brien.
