Is this the bridge that you were talking about Saturday? That had to have the walkway and handrails added per the FRA for it to be sold?

Yup, that's my understanding. All of the trestles on this line had to be retrofitted in this way. I'll post pics (actually, they're on my website) of two trestles that hadn't been retrofitted. Those two are both presently collapsing. (the handrails are anyway, the trestle, bridge are stable underneath)
