Are the German railroads set up like the RR in the UK with one company operating the rail and another the trains?
 
No Dogface,
is more complicatet. One company operrating the Rail
(DB Netz).
Then we have one company for fright trains (Railion)
One for Local Trains ( DB Regio)
One for Express Trains IC,EC or ICE (DB Fernverkehr)

Plus about 200 Hundert Private Rail companys they use track from DB Netz.(One of them you can see on this photo.)
