What's up with the flood lights?
 
The train is crossing the site of the massive "Frazier Slide" from 2008. On the right is a slide fence and what appears to motion detectors on concrete barricades. The lights (which did not come on at night) are wired to a control box with a small radio antenna on it. I did not notice any video cameras in the area, as my first thought was a combination on lights and video cameras would allow a quick visual inspection of the area should any "movement" be detected.
