BNSF 7660 West at Marshall WA

BNSF 7660 leads a west bound grain train up Marshall Canyon at the town of Marshall. There were the two units up front and two more DPU's pushing on the rear. Canon 20D 24-70mm 2.8
Looks like an interesting location, but what is the purpose of the concrete wall at lower right?
 
I beleive that it is a retaining wall for the bank. The asphalt path used to be the ex-UP line out of Spokane. Now the UP uses the BNSF to Fish Lake junction, where they get back onto their own rails. The lower set of rails is ex-NP and the track that the grain train is on used to be the SP&S.
 
Thanks. I was standing on the Cheny-Spokane road bridge. It offers a good vantage point for both east and west bound shots.
