Default PS&P siding being added near Elma, WA?

I was chasing a UP container train to Elma today when along Elma-Gate road West, I saw a long siding being prepared. Anyone know what the deal is with this?

Lee,

It's pretty simple. They are building... a long siding. With increasing traffic on the line, they need more passing sidings and a place to stash long trains.

As for the infrastructure, it's amzing how much improvement they've done on the line. Compared to what it used it look like, it's in good condition now.

It seemed pretty strange to me because as you can see in the photo, they're using pre-formed metal ties. However, halfway down, they're laying down wood ties on the opposite side of the track. Just looked odd to me that they look like they're laying down two sidings at the same spot and neither appear to be passing sidings at all.

It's a single siding. I think the mainline may have to shift at some locations so it fits. I bid the job, but it's been about 6 months ago.

Is it going to be a non-signaled siding? Quite the need for insulators with steal ties.

It's all TWC out there. No signals in sight. Closest CTC is BNSF mainline in Centralia.
